If you send a marketing template through the WhatsApp Business API (Cloud API) and get:

Failed to send message because this user's phone number is part of an experiment

with code 130472, Meta is telling you the recipient's phone number is in a platform experiment. The marketing message was not delivered.

This does not mean your account failed, your quality rating dropped, or your CRM is misconfigured. The restriction is applied by Meta on the recipient side.

Why Meta runs this experiment

Meta periodically runs experiments to measure how messaging affects WhatsApp user experience and engagement. According to official documentation, these experiments:

  • Are standard platform practices
  • Have no fixed end date
  • Do not allow business exceptions or opt-outs

A very small percentage of users (older Meta materials referenced about 1%) may stop receiving business-initiated Marketing templates unless an eligible conversation window already exists.

When marketing templates can still be sent

Delivery usually works if one of these conditions is true:

  1. An open customer service window (24 hours) — the customer messaged you recently
  2. An open marketing conversation between customer and business
  3. An open free entry point — for example, a Click-to-WhatsApp ad

If none apply and the number is in the experiment group, the send fails with 130472.

  • Retry the same template in a loop — the error repeats
  • Assume your WABA was banned — 130472 is recipient-specific
  • Pause all campaigns — most numbers still receive messages normally
